Significant changes affecting residential construction in the Village of Homer Glen include the following:
- Most roofs/ceilings with attics will require R-60 insulation.
Basement wall insulation shall extend to 10 feet below grade or within 6 inches of the basement floor (whichever is less).
- Wood-framed walls will require R-30 insulation.
- Mandatory duct testing either during rough-in or post-construction. The leakage pressure differential shall be 0.1-inch w.g. across the entire system.
- Mechanical ventilation systems will require third-party testing (exceptions for certain kitchen range hoods).
Any permits and plans received prior to January 1, 2024, will still be subject to the 2018 Energy Code.

Additionally, pursuant to Illinois Public Act 103-0053, which takes effect January 1, 2024; The Village of Homer Glen will require all new single-family residences to have at minimum a roughed-in junction box and conduit connected with allowable panel space for a dedicated double pole breaker capable of supporting an EV charger. Capacity should not be less than 40A and 208/240V. This outlet should be placed within three feet of a usable parking space. Requirements for multi-family residences will vary.
